Webster has played seven games since debuting against Carlton in round 7 but was left out of the team for the last two games against Carlton and Fremantle.
Simpkin will play his third game of the year, having previously played against Essendon and Melbourne. He will likely be matched on one of Port Adelaide's key forward options.
Brodie Murdoch and Terry Milera have been omitted from the team to take on the Power, while Jarryn Geary will miss with a leg injury.
Murdoch and Milera stay in the squad as emergencies, along with Sam Dunell.
